The
childrens Human Rights Centre of Albania CRCA is
a non-governmental, non-political, non-religious and non-profit
organisation. The mission of CRCA is the protecting and developmnet
of childrens rights in Albania based to the standards and
principals of the Convention for the Rights of the Child of UN.
CRCA
is established in March 1997 and approved by Tirana District Court
on June of the same year. Members of CRCA are young and well-known
lawyers, physicians, journalists, sociologists specialised on
childrens rights and issues. CRCA is organised in two main
boards: The Board of Directors and The Board of Advisers. Members
of the Board of Advisers are well-known personalities and activists
of childrens rights
THE STRATEGY FOR ACTION
The strategy for action of the Children's
Human Rights Centre of Albania is based on the improvement and rise
of children's rights in Albania through implementing fully in practice
the national laws for the protection of children and their rights.
Also it is important the implementation of international standards
for children's rights.
This strategy it is active because it will be implemented within
a short period of time with concrete action and other direct measures.
This strategy during its implementation will respect all the objective
changes of the Albanian society.
The strategy for action of CRCA will be developed in two main directions:
short - mid term, long term.
THE
SHORT - MID TERM STRATEGY OF CRCA
a) The assistance and pushing of governmental institutions
for the appliance of existing laws, which protect children's rights.
b) The implementation of new standards and laws for the
protection and improvement of children's rights in Albania.
c) Open and effective information for the situation of children's
rights in Albania to the governmental bodies, NGO's, children, mass
media and all interested.
d) The training of parliamentarians, judges of different
levels, NGO members, teachers, journalists, police and prisons officers.
This will improve their level of awareness and action for the respect
and the protection of children's rights.
THE LONG TERM STRATEGY OF CRCA
a) The rise of the volume of the rights that children have
in Albania, this depending to the social, political, economical
evolution of the country and the changes to the mentality of the
society.
b) Protection of children's rights through the professional
and qualified legal assistance offered to children in need and without
income
c) The involvement of the local communities in the case
of the protection of children's rights;
d) The education of children's rights in primary, secondary
and high schools, contributing so for the acknowledgement of the
rights from children.
e) On going training of parliamentarians, judges, NGO members,
journalists, teachers, police and prisons workers on the issues
of respect and protection of children's rights.
f) Increasing child participation in public institutions
and other places where are decided the policies for children and
their rights.
4 - THE PLAN OF ACTION
Knowing the strategy for action of Children's Human Rights Centre
of Albania, the plan of action that CRCA will follow after year
1998 for the achievement of our mission follows as:
§ The Child Legal Protection Centre in order to make
possible the legal protection of children in conflict with the law
or when become victims of crimes.
§ Information Centre for Children's Rights in Albania
(ICCRA) in order to exchange the information
between NGO's, the Government, International organisations, and
donors.
§ Reporting on child rights situation in Albania, through
carefully monitoring the situation, carrying out fact-finding missions
all over the country.
§ Training of governmental and non-governmental structures
on CRC and other international documents of UN related to children's
rights.
§ Children's Clubs in order to increase child participation
at local and national level and reduce the number of child workers
in Albania.
§ Education of Children's Rights in Schools through
the publication of different informing materials such as books and
leaflets and organisation of training courses for teachers in partnership
with the Ministry of Education.
