CRCA HOLDS WORKSHOP ON THE INTEGRATION IN SOCIETY OF JUVENILES IN CONFLICT WITH THE LAW

a moment from the workshop in the Prison of Vaqar

Tirana, 11 February 2009 – The Children’s Human Rights Centre of Albania – (CRCA/DCI Albania) in partnership with UNICEF – Albania, General Directorate of Prisons and Prison of Vaqarr organized today the workshop “Integration in society of children and juveniles in conflict with the law SHOQMI N                                                 The event is organized under the frame-work of the program “The sky is for all”, funded by UNICEF, SIDA and EU Delegation and implemented by CRCA / DCI Albania.

The project aims to facilitate the re-integration process of juveniles in conflict with the law at the Prison of Vaqarr, by empowering their individual resources through intertwining educational, animated and sports-leisure activities related to learning rights and rules in society.

Some of the objectives of this project are: Strengthen and improve the personal resources of juveniles in conflict with the law in the prison of Vaqar, lobby and advocate with public institutions and civil society to improve the situation of juveniles in prisons, raise public awareness of members of the public institutions and civil society on the importance of re-integration processes for juveniles in conflict with the law.

Some of the activities that are organized in the prison of Vaqarr include educational and learning activities, education of rights and responsibilities, child and adolescents rights activities, organisation of sports activities and organisation of leisure activities.

The aim of the workshop was to present models of rehabilitation and re-integration of juveniles in conflict with the law, while discussing with the institutional partners and NGO representatives on the measures for the administration of juvenile justice in Albania. Media was also present in the workshop.

In this activity were present representatives from Ministry of Justice, Ministry of Education, General Directorate of Prisons, UNICEF – Albania and different NGO that work in juvenile justice issues.

Mr. Lulëzim Kodra vice-General Director of Prisons held the welcome speech and encouraged similar initiatives that assist juveniles or other detainees in prisons.

Mr. Hiqmet Merepeza, Director of Prison of Vaqarr spoke about the penitentiary institutions and measures that they are implementing for the re-integration of children in conflict with the law. He also thanked CRCA/DCI Albania for the collaboration and the work done so far in the Prison.

Mr. Robert Carr, Vice-director of UNICEF described the UNICEF platform for the re-integration of children in conflict with the law. Mr. Leon Shestani, Programme Officer at UNICEF spoke on the support that UNICEF has provided to the reform for the administration juvenile justice in Albania, while focusing on good examples of cooperation among Government and NGO’s on the re-integration of children and juveniles in conflict with the law.

Mr. Altin Hazizaj, Director of CRCA/DCI Albania thanked all the participant and especially children that are in prison of Vaqarr. The Director of CRCA/DCI Albania, held a presentation on the programme “The sky is for all” as a possibility to empower the individual resources of children in conflict with the law, while aim to facilitate their re-integration when back to society.

After this presentation the participants made several question for the programme and the situation of children in prisons.

At the end the children that are in conflict with the law at the prison of Vaqarr performed a short drama-show. The theme of the show is taken from the life of one of the juveniles serving the prison sentence in Vaqar. The performance got a round of applauds from all the participants of the workshop.
