ALBANIAN CHILDREN'S RIGHTS NETWORK- ACRN

 

BACKGROUND

After 1990, the number of NGO's in Albania has been raising every year. The same phenomenon has happened with child related NGO's. Meanwhile many of these NGO's have established alliances, forums, or coordination centres, however the same did not happen the NGO's working for children.

As a consequence the grants given to the projects or programmes of child related NGO's have been very limited, compared to the grants given to other groups such as: women, human rights, environment or health.

Knowing these facts and many other reasons The Children's Human Rights Centre of Albania - CRCA in September 1999 thought that was the time to establish a network of NGO's working for children. In a meeting hosted by CRCA and with the participation of a wide group of child focused NGO's, donors and governmental representatives, was decided the establishment of:

MAIN GOALS

- The protection and development of children's rights in Albania;
- Strengthening and development of NGO's that work in the field of children's rights and children's issues.
- The implementation of the Convention on the Rights of the Child of UN.

THE OBJECTIVES

- Preparation and / or monitoring the Country Report for the Committee on the Rights of the Child in Geneva.
- Increase child participation at local and national level.
- Exchange of information between all the NGO's represented at the Network.
- Exchange of positive experiences between NGO's and the government.

- The dissemination of information of NGO's to the Parliament, Government, international and Albanian NGO's, children, researchers of children's rights and all the interested.
- Public awareness on children's rights in Albania.
- Protection of minority children;
- Increase the communication and involvement in the network of other NGO's from districts.
- Increase the communication with the Parliament, Government, and all the other governmental structures focused on children issues and rights.
- Keep close contacts with media.
- Raise awareness of the donors for the support of Albanian NGO's.
- The awareness of donors for the projects and programmes of NGO's and for the situation of children's rights in Albania.
- Training of NGO members on children's rights and NGO management.

ORGANISATION

ACRN is a non-formal network organised as following:

- General Council, comprised of all Network members and meets once in six months.
- Board of Directors, comprised of 9 members elected by the General Council every year.

BOARD OF DIRECTORS

Board of Directors is elected once a year and is the managing structure of ACRN. The Board meets once a month and is comprised of 9 members:

- 5 members from the NGO's participating in the General Council;
- 2 members from children's groups
- 1 member from donors of ACRN
- 1 member from governmental institutions

THE RIGHTS AND DUTIES OF THE BOARD

- Keeps regular contacts with all the members ACRN
- Reviews, approves or refuses the requests for membership at ACRN
- Manages the Activities Fund
- Decides the principals, strategies and priorities of ACRN
- Decides the critera and the formula of membership
- Organises activities, seminars, conferences, training course etc. on child related issues.


MEMBERSHIP

ACRN has two forms of membership:

a) Full member
b) Associate member

FULL MEMBER CRITERIA

- The organisation is legal for at least 1 year.
- Works for children and/or children's rights.
- Has strategies and programmes related to children.
- The organisation has shown professionalism during its work with children.
- The organisation runs programmes, projects and organises activities for children.
- Pays an Annual Membership fee of 3000 Lek.
- Pays the Monthly membership fee of 1000 Lek.

ASSOCIATE MEMBER CRITERIA

- The organisation is legal or is preparing the documents for becoming legal a entity.
- Works for children and/or children's rights.
- Has strategies and programmes related to children.
- Pays an Annual Membership fee of 1500 Lek.
- Pays Monthly membership fee of 500 Lek.


ACTIVITIES FUND

All the income received from the Annual membership and Monthly membership fee will be used to establish Activities Fund of the Network.

The Fund is managed by the Board of Directors of ACRN.

This Fund will be used for the organisation of seminars, conferences, workshops, training and other activities of ACRN on the issue of children and children rights.

The Fund could be used for increasing the research on children rights and issues or for supporting the preparations of the Country Report for the Committee on the Rights of the Child in Geneva.


CONTACT POINT OF ACRN

The Tenth Meeting of the Network decided that CRCA would remain the contact point of ACRN.
