- EUROPEAN TRAINING PROGRAMME ON TRAFFICKING IN CHILDREN TO TAKE PLACE IN ALBANIA

Tirana 15 March 2005 - ECPAT Netherlands and the Children's Human Rights Centre in Albania will host during 18-19 March 2005 the European Training Programme on trafficking in children for sexual purposes. The meeting that will take place in Tirana and Durres during two days, aims to strengthen the capacities of Governments and NGO's in Western and Eastern European countries on child trafficking issue. The programme is financially supported by the European Commission’s AGIS program, the Oak Foundation and the Body shop Foundation.

Trafficking in minors for sexual exploitation in Europe is a problem that needs more attention from all authorities and the civil society in Eastern and Western Europe. The project "Joint East-West multi stakeholder training programme on trafficking in children for sexual purposes" is the third stage of the programme to combat trafficking in children for sexual purposes in Europe of the ECPAT Europe Law Enforcement Group. Research in eight receiving and eight sending countries showed that among different stakeholders there is a lack of recognition of and attention for child victims of trafficking for sexual purposes and the special protection and care they need.

The Project's objective is to enhance knowledge, awareness and expertise and to improve the operational skills of various stakeholders in order to protect children from trafficking for sexual purposes in Western and Eastern Europe, to recognise child victims of trafficking, to address their specific needs on a child rights basis and to improve prosecution of traffickers. Partly based on already existing good practices, a training manual and programme will be developed (in English, Russian and various other local languages) on the (inter)national legal context of the problem of trafficking in children for sexual purposes and it's implementation in law enforcement, child protection and care at national and local level. The manual and training will be used by different stakeholders who have a role and responsibility in combating the trafficking of children.

- FOURTH REGIONAL MEETING OF NGO COALITIONS IN EUROPE TOOK PLACE IN BRUSSELS

The Flemish Children’s Rights Coalition and the French Children’s Rights Coalition, two NGO-coalitions who monitor the Convention on the Rights of the Child (CRC) in Belgium hosted the Fourth Regional Meeting of NGO Coalitions in Europe, which took place in Brussels between 8-10 March 2005.

Since the CRC came into force in 1989 and subsequently ratified by all UN member States of the European Region, there has been a growing movement among NGO’s and civil society organizations in support of the Convention’s implementation. Many have formed networks, particularly in response to the opportunity provided by article 45a in the Convention, which invites input from experts. Over the years there has been a steady growth in the children’s rights coalitions across the region. Currently, there are some 30 NGO-coalitions within the European Region.

Started in 1998 the European children’s rights coalitions gather on a regular base. The first meeting took place in Berlin (Germany) and attracted NGO’s and child rights coalitions from 21 European countries. A second regional meeting was held in Stockholm (Sweden) in May 1999 and served as a follow up to the plans and interest created at the first meeting in 1998. NGO coalitions and individual NGO’s from 20 countries in Europe participated, including EU countries and countries from Central and Eastern Europe. This year two NGO coalitions from Albania were invited to participate in the meeting.

The fourth meeting of European child rights coalitions and NGO’s that took place in Brussels, the hart of Europe, was a unique opportunity to meet with child rights coalitions and NGO’s from the new countries and deepening the NGO commitment in promoting and supporting the implementation of children’s rights throughout Europe.
