OBSERVATIONS
Tirana 27 April 2004 The Ministry of Foreign Affairs of the
Republic of Albania in partnership with the Childrens Human
Rights Centre of Albania CRCA organised today a one-day national
workshop on the issue Concluding Observations of the UN Committee
on the Rights of the Child for the implementation of the Convention
on the Rights of the Child in Albania. The workshop was funded
by the Olof Palme International Center, Sweden.
On January 2005, the UN Committee on the Rights of the Child based
in Geneva took into consideration the Report of the Albanian Government
on the implementation of the Convention on the Rights of the Child.
At the end of its session the Committee presented the Concluding Observations
for Albania, which shall be taken into consideration and implemented
by the Government of Albania.
The main aim of the workshop it was to present to the public opinion
and civil society in Albania the measures taken so far by the Government
and Ministries to implement the CRC Concluding Observations and to
discuss the priorities for every Ministry for the next five years,
in order to guarantee the respect of childrens rights in the
country.
In the meeting participated 75 representatives of the Albanian Government
and Ministries, civil society, Albanian and Foreign NGOs, including
the Swedish and American Embassies in Tirana. The event was opened
by Ms. Merita Ndreko, adviser to the vice-Prime Minister of Albania,
which presented to the participants of the workshop the latest plans
of the Albanian Government for the preparation of the new National
Strategy for Children in Albania.
Mr. Altin Hazizaj, Director of CRCA, in his speech emphasised the
importance of this workshop, which is the first of its kind in Albania,
and that aims to establish bridges of cooperation among the Government
and civil society in Albania, with the final goal the implementation
of the Concluding Observations of the Committee on the Rights of the
Child.
Mr. Armand Skapi, Director of the UN Office of the Ministry of Foreign
Affairs, said that todays meeting fulfills the obligations of
the Albanian Government to make widely known and available the Concluding
Observations of the Committee on the Rights of the Child, and to prepare
an action plan for the implementation of the observations.
After the opening speeches, the representatives of the Albanian Government,
Ministry of Foreign Affairs, Ministry of Justice, Ministry of Public
Order, Ministry of Health, Ministry of Education, Ministry of Culture
and Sports, Municipality of Tirana and Peoples Ombudsman, presented
the priorities of every institution for the implementation of the
Concluding Observations and respect of childrens rights in Albania.
The representative of CRCA, Mr. Altin Hazizaj, in his presentation
mentioned the importance of participation of the NGOs and civil
society at the process of monitoring and reporting of childrens
rights violations in the country, and especially in the preparation
of the CRC Alternative Report. (To get a copy of the Albanian Alternative

At the end of workshop, an open debate was held among the participants,
in order to have the possibility to bring at the intention of the
Government and Ministry representatives, issues and concerns related
to childrens rights situation in Albania.
Albania ratified the UN Convention on the Rights of the Child on 27
February 1992. Under the Convention the Albanian Government shall
report to the Committee on the Rights of the Child every five years.
The report shall present the measures taken by the Government for
the implementation of CRC and the situation in which children live
in the country. For the first time the Country Report was prepared
during 2003 and was presented to the Committee in early 2005.
