- A NEW NAME FOR OUR E- NEWSLETTER, NOW "NEWS FROM CRCA" Maybe it was about time to change the name of our CRCA e-newsletter. Since it first edition on 19 May 1999, during the war of Kosovo, our E-news "Help the Children" has informed all its readers about children, women, youth and human rights situation in Albania and South East Europe. This e-newsletter has been a source of information not only for people working for Government and NGO's, but for many journalists in Albania and Europe. One day I was so surprised to find some news edited in this e-news published in Kathimerini English edition that comes together with International Herald Tribune in Greece. During many years the E-news, as a new form of medium, has proved that it can resist time and continue to be a valuable source of information to all our readers. Sometimes maybe too often, depending on day to day stories on children, youth or women. Information is a tool not only to inform people, but also to change and influence their understanding of realities in a given place. Our mission it has been not only to inform, but also to engage other people, whether from public institutions, universities, media or NGO's to act in protection of human rights. After more than 9 years we our proud to have served such a mission. However time changes us and so does the information. This is the reason, why us at CRCA / DCI Albania have decided to change the title of this Newsletter from "Help the Children" to "News from CRCA". This is not because children do not need any more help, they do need our help every day, but at the same time this change reflects the the content of CRCA / DCI work in Albania and SEE region. Today there is more information on children, women, youth, minorities and we want to include all these spectrum without discrimination in our editorial content. Although this is not a new newsletter, is a new start for our e-news. Be part of it. Altin Hazizaj - CRCA AND CANADA FUND PRESENT THE NEW DRAFT LAW AGAINST CHILD ABUSE IN ALBANIA Tirana, 9 May 2008 – The Children's Human Rights Centre of Albania / Defence for Children International - Albanian Section with the support of the Government of Canada (Canada Fund), since few months have been working on a new initiative for the preparation of the draft-law "For Protection of Children from Abuse, Neglect and Exploitation" The draft-law comes as an urgent necessity to protect children from abuse, neglect and exploitation, as some of the worst forms of child rights violation in Albania, while at the same time filling a large legal gap on the implementation of measures of protection of children from abuse. In November 2007 CRCA established a working group with some of the best legal experts in the area, in order to work for the preparation of the draft-law, which regulates the legal gap between the Criminal Code and Family Code of Albania, while aiming to provide a series of protection measures for abused children. The working group analysed also the best experiences from several countries such as Italy, UK, Romania, Canada and USA. During the preparation of the draft-law were taken into consideration the inputs from a wide group of public institutions, legal experts and NGO's that work for children. During the next few months CRCA has planned to organise an open consultation process of the draft-law with public institutions, law enforcement agencies and NGO's in order to receive their feedback on the draft. Meanwhile a lobby and advocacy campaign will be organised with the Albanian Parliament, in order to guarantee the approval of the draft within December 2008. The training courses were organised under the frame-work of the Tirana Child Help Line Programme, funded by the Royal Embassy of Netherlands in Albania. The training courses “Child Abuse and professions that work for children" were organised during a two-day period each and were based on the CRCA Manual of Best Practices "For Professionals that work with Maltreated Children". The team of trainers were selected among the CRCA Training Team and other child rights experts in Albania. In the training courses participated 28 psychologists and social workers that offer psycho-social services and 52 teachers of the subject of Civic Education in all primary and secondary Schools of Tirana. Meanwhile the training courses "CRC and protection of children
from abuse" were organised for more than 100 children, 2 from
each of 52 schools of Tirana. The methodology used for this training
courses were different from the adult one and included information
and practices tailored to the understanding and the needs of children.
Most of the children were participating in such a training course
for the first time. One of the major achievements of the training
courses was the fact that children proposed to play a small child

Për këtë qëllim, organizatat joqeveritare: Qendra për Mbrojtjen e të Drejtave të Fëmijëve në Shqipëri/ Defence for Children International (CRCA / DCI), Qendra e Informacionit dhe Kërkimeve për të Drejtat e Fëmijëve në Shqipëri (IRCCRA), World Vision Albania, Save the Children - Albania, UNICEF - Albania, Federata e Sindikatave të Arsimit në Shqipëri, Aleanca për Fëmijët në Shqipëri (ACA), SOS - Fshatrat e Fëmijëve Shqipëri, Qendra "Vatra", Aleanca Gjinore për Zhvillim, Qendra Fëmijët Sot dhe Diakonia Agapes, Partner për Fëmijët dhe MEDPAK, kanë bashkuar forcat e tyre për t'i bërë thirrje Kuvendit të Shqipërisë, qeverisë shqiptare dhe Presidentit të Republikës, si dhe të gjithë politikanëve, që të bëjnë më shumë për sigurimin e të drejtave dhe arsimimin e fëmijëve në Shqipëri, sigurimin e mospërjashtimit të fëmijëve, në mënyrë që të eliminohet dhe të ndalohet diskriminimi ndaj fëmijëve në institucionet parashkollore dhe arsimore publike. Qëllimi i fushatës javore në Shqipëri është ndërgjegjësimi i qeverisë shqiptare, politikanëve dhe publikut të gjerë për: problemet e arsimimit të fëmijëve në Shqipëri, veçanërisht arsimimit të vajzave dhe fëmijëve të grupeve vulnerabël, fenomenit të braktisjes së shkollës dhe të fëmijëve të përjashtuar nga arsimi, si dhe krijimit të kushteve për shkolla sa më miqësore.
Gjatë kësaj jave u organizuan disa aktivitete, si: ndeshje futbolli midis fëmijëve dhe deputeteve, si një mundësi kjo e parlamentarëve për të njohur nga afër nevojat e fëmijëve të varfër dhe të margjinalizuar. (Më datë 23 Prill, tek Akuadromi, në pishinat Tiranë); u mbajt konferenca për shtyp në 24 Prill 2008, në "Hotel Tirana International" me pjesëmarrjen e prezantuesve të njohur nga bota e spektaklit në Shqipëri; Mësimi më i madh në botë, më 23 Prill, ora 09:00 në të gjithë botën dhe në Shqipëri; në të njëjtën orë u diskutua për 20 minuta për çështjet e arsimimit". Takim kombëtar me pjesëmarrjen e mësuesve sindikalistë, nxënësve, prindërve, përfaqësuesve të Ministrisë së Arsimit, drejtorive arsimore dhe shkollave, organizuar nga sindikatat e arsimit, FSASH/SPASH, në bashkëpunim me MASH; Përgatitja, botimi dhe shpërndarja e posterit "Arsim cilësor për të gjithë, jepini fund përjashtimit", Takim me parlamentarët, koalicioni do të ftojë të gjithë deputetët e Kuvendit të Shqipërisë, që gjatë javës së fushatës të kthehen në shkollën e tyre dhe të kontribuojnë për sigurimin e një arsimimi cilësor dhe gjithëpërfshirës.
Fushata globale "Arsimim për të Gjithë" është një fushatë ndërgjegjësuese mbi rëndësinë e arsimit bazë për çdo fëmijë në të gjithë botën, e cila nga viti në vit ka bashkuar zërin e fëmijëve, të shoqërisë civile, politikanëve dhe zyrtarëve qeveritarë. Që nga fillimi i fushatës globale "Arsimim për të Gjithë", më shumë se 30 milionë fëmijë në të gjithë botën janë regjistruar në shkollë. Numri i fëmijëve në të gjithë botën që nuk shkojnë në shkollë, ka rënë në 80 milionë dhe numri i personave të rritur analfabet ka rënë në 800 milionë.
